Pre-heat your oven to 350 degrees Fahrenheit. Warm up a cast-iron pot with a cover on MED-HIGH and add the olive oil. Brown the ribs all over.
Assemble
Add the celery and carrots. Sauté for 4 to 5 minutes.
Cook
Then turn the heat down, sprinkle the flour, and stir. Add the tomato paste, red wines, and stock. Replace the lid, and place the dish in the oven for three hours. Check that the meat has become tender and is falling off the bones after 3 hours. If not, place it back in the oven for another 30 minutes to 1 hour.
